In accordance with Part H of the Individuals with Disabilities Education Act (IDEA), states are required to ensure thac all professionals and paraprofcssionals serving infants, toddlers, and their families arc adequately trained. This article discusses the experience of two states—Massachusetts and Hawaii—in establishing statewide, inservice training programs for personnel serving children under the age of 3 years and their families. It also relates their efforts to the work of ZERO TO THREE/National Center for Clinical Infant Programs's (NCCIP) Training Approaches for Skills and Knowledge (TASK) project, in which professionals from both states participated.
